The City of Norfolk is the independent, council-manager municipal government of Norfolk, Virginia, serving the city's residents and businesses.

The City of Norfolk is an independent, full-service city in Virginia with sole local government taxing power within its boundaries. It derives its governing authority from a City Charter originally adopted by the Virginia General Assembly in 1918, which authorizes a council-manager form of government.

The City Council is the legislative and policy-making body. It appoints the City Manager, City Attorney, City Clerk and other officials, and approves the budget. The mayor has been elected directly by residents since 2006. The City Manager runs day-to-day administration and oversees department heads.
