The Rhode Island State Council on the Arts (RISCA) is the state arts agency of Rhode Island, based at One Capitol Hill in Providence. Since 1967 the state legislature has charged it with stimulating public interest and participation in the arts and serving as the liaison to the state's arts community. RISCA provides grants, technical assistance and staff support to arts organizations and artists, schools, community centers, social service and health organizations, and local governments. It assesses arts needs across the state, makes recommendations to the Governor and General Assembly, and protects freedom of artistic expression. It also oversees the Atrium Gallery at One Capitol Hill, a public art collection, and the Rhode Island Film & TV Office.
