Rio Nuevo is a tax increment finance district in downtown Tucson, Arizona. It invests in projects designed to expand the tax base and bring patrons and new businesses downtown, working in partnership with private developers, investors and commercial lenders. Its Board of Directors advances projects such as hotels, lofts and the Sunshine Mile corridor. The district says it has driven $2 billion of economic impact and turned each $1 of Board-managed investment into $10 of private equity development. As a voter-driven initiative, it publishes audits, budgets, expenditures and master plans in a public document library. It also maintains a procurement code with current RFQs, RFPs and IFBs, and offers guidance for merchants within the district. It occasionally commissions public art, including a call to Tucson artists.
